Timing of meter readings

It really seems you cannot win with Scottish Power: provide your readings every time you're asked to, and you will be billed every three weeks because, as I was told online, the bill is produced after the submission of the readings. But dare wait for one day after the email stating that your bill may be estimated, and you will be billed on the spot, same email with big bold "pay today", even if it's little more than a fortnight after the last payment, and a bill calculated on estimated readings seldom anywhere near the real ones. This time no replies online, the famous contactus email address a mythical creature mentioned in a few posts like this but nowhere official, the operator on the phone hardly able to understand the problem. Is it so hard to stick to a monthly schedule like everyone else?
